Tallying the Cost of McCain’s Plan to Insure the Uninsurable

What should the nation do about people who aren’t offered insurance through work, aren’t old enough for Medicare, aren’t poor enough for Medicaid and aren’t healthy enough to afford private coverage on the open market?

John McCain wants to beef up federal funding for state high-risk pools that cover people in this dicey situation. Earlier this year, McCain’s policy adviser Douglas Holtz-Eakin put the cost of the plan at $7 to $10 billion, and said it could cover five million to seven million people. But, an article in this morning’s New York Times quotes Holtz-Eakin as saying those estimates “could change dramatically,” depending on how the program is structured.
